Solution Architect - CRM - Senior

A Senior Solution Architect is needed to support Enterprise Architecture artifact creation for six projects within the Geospatial Ontario IT Program.

 

  1. LIO Modernize Data Maintenance (LIO Editor) (16.7% allocation or 10 days of effort)
    1. This project aims to review the data editing and maintenance requirements of users and data owners across the province. Results should be combined with the discovery outcomes of items 204, and 205 to design a replacement for the legacy LIO Editor/Mapper/Reporter toolset; i.e., recommend new Geospatial Ontario data maintenance solution(s).
  2. Providing Access to OPS GIS to LIO Warehouse  (16.7% allocation or 10 days of effort)
    1. This project aims to review the Geospatial Ontario Warehouse (authoritative geospatial data database) data access solutions against the needs of their users. The objective is to identify solutions available for decommissioning, design recommended solutions for development, as well as, inform the development of new data modelling standards, and/or the new data maintenance solution(s) (LIO Editor/Mapper/Reporter replacement).
  3. LIO Data Modelling Standards  (16.7% allocation or 10 days of effort)
    1. This project aims to understand data owner required data model control, what, and how those data models need to change, and how those changes can support future user data access, and data maintenance (LIO Editor/Mapper/Reporter replacement) solutioning.
  4. GIS Delivery Platform Planned Maintenance FY24-25  (16.7% allocation or 10 days of effort)
    1. This is an annually reoccurring maintenance project for the GIS Delivery Platform (GDP). Work this fiscal will focus on software patching, Portal for ArcGIS implementation, Geocortex to VertiGIS migration, Cyber Security analysis/mitigations, and platform architecture review/documentation.
  5. GIS Delivery Platform Modernization FY24-25 (16.7% allocation or 10 days of effort)
    1. This is an ad hoc modernization project for the GIS Delivery Platform (GDP). Work this fiscal will focus on analyzing platform monitoring, analytics, and operational management modernization requirements, then implementing recommendations.
  6. ArcGIS Portal  (16.7% allocation or 10 days of effort)
    1. This is a new high-priority project for multiple ministries. Following business needs analysis in conjunction with Esri last fiscal, work this fiscal focuses on finalizing that discovery, formalizing infrastructure design canvas', provisioning required resources, configuring, then deploying a Portal for ArcGIS Enterprise deployment site (multiple environment) for multi-ministry shared usage. Esri is being brought in to support project work.

 

The successful candidate will be asked to develop GIS Infrastructure / Application Solution Architecture artifacts at the enterprise and/or core business levels for governments or large organizations. 

 

Infrastructure and application architecture expertise is required to undertake comprehensive architecture needs assessments and complex reviews in support of systems/infrastructure needs for OPS clients (i.e., LRC I&IT clusters, MNRF, and enterprise I&IT organization).  

 

You would be joining augmented project teams which include multiple Senior Business/Information Architects, Senior Solution Designers, Senior Project Managers, Senior Service Designers, Senior Business Analysts, Vendor Subject Matter Experts, diverse technical teams (developers, testers, specialists, Database experts), and client business/technical leads.

 

Infrastructure / application solution architecture documentation would be developed in support of Enterprise Architecture Gating for 7 Geospatial Ontario IT Program projects. These project focus on the GIS Delivery Platform and the Geospatial Ontario client’s operational mandate. 

 

Led by you, the project team will work through the AGP 0, 1, 2 and 3 engagements with the LRC Enterprise Architecture team, Cluster, and Corporate Enterprise Architecture Review Board. 

 

The GDP is a comprehensive suite of interconnected GIS related infrastructure. It includes the hardware, software, and networking components required to deliver corporate applications, web services, data, and geomatics tools.  

 

Responsibilities:

 

• Undertakes and/or leads in-depth and complex application and enterprise infrastructure architecture reviews and assessments, development and/or support projects’ deliverables, to support new and changed enterprise priorities and initiatives, and client clusters’ and their clients’ applications architecture and/or business needs.

• Researches, develops, implements, and maintains application architectural policies and standards, as approved by management.

• Provides general and situation-specific GIS application and infrastructure architecture interpretation advice and expertise to other project and/or enterprise level I&IT project teams, client management and staff, clients, and external contractors.

 

As of June, 2024, LIO, or Land Information Ontario, is now known as GEO, or Geospatial Ontario.

 

All Geospatial Ontario IT Program projects are composed of both IT Source Fee-For-Service and Full Time Employee resources.

Projects will maintain independent, as well as, Program, and Corporate level governance.

 

Hybrid and remote work arrangements are supported.

Available on-site work locations include the following:

  1. 300 WATER STREET, NORTH TOWER, FLOOR 4, PETERBOROUGH, ONTARIO
  2. 40 ST CLAIR AVENUE WEST, FLOOR 11, TORONTO, ONTARIO

 

The Statement of Work (SOW) shall expire on March 31st, 2025.

Experience and Skill Set Requirements

Enterprise Architecture Engagement Leadership Experience (30%)

 

• Total IT experience of at least 10 years, out of which, at least 5 years leading solution architecture on large complex projects 

• Solid experience across a variety of technologies and design approaches (e.g., GIS Enterprise tools, APIs, Data Marts, Data Lakes, Vendor packaged and/or hosted solutions, Workflow Management, Business Intelligence, Machine Learning, Data Science Workflows, Security, etc.)

• Strong interpersonal and communication skills, enjoys working with diverse stakeholders.

• Proven ability and experience defining end-to-end technical solutions that take into account enterprise architecture strategies, current state environments, constraints, and solution viability analysis.

o Assess and analyze business strategy, business requirements, current state environment and technology choices to evaluate solution alternatives that meet business sponsor needs.

o Conduct cost and benefit analyses, feasibility studies, briefing notes and provide recommendations to management.

• Proven experience facilitating JAD sessions, developing complex application conceptual, logical, and physical architecture with full traceability and alignment into architecture domain artifacts. 

• Expertise in architecture with deep knowledge in GIS application and enterprise infrastructure design, implementation, deployments, technology strategies, policies, plans, current and emerging architecture practices.

• Demonstrated knowledge of cyber security and product management best practices.

• Apply industry best practices and standards in architecture, software and systems engineering, design and development tools and techniques, and software lifecycle methodologies.

• Seasoned in analysing systems requirements, architecting, designing, and implementing IT solutions that conform to IT standards and best practices.

• Exceptional communication skills required to visualize, depict, and convey complex concepts to a broadly diverse audience including technical and business audiences.

o Effective communicator, able to build rapport with team members, stakeholders and interface groups using a variety of techniques from initiation to project closure.

o Facilitates small to large group meetings for reviewing technical architecture, decision making and problem solving.

Enterprise Gating Documentation Experience (40%)

 

• Knowledge of or experience in Government of Ontario Information Technology Standards (GO-ITS) for Architecture. 

o Experience in developing solution architectures using Ontario Government Enterprise Architecture methodologies and GO-ITS.

• Applied Data Modeling and development of solution and Program Area(s) Data Architecture into Solution Architecture.

• Developed solution according to Program Area(s) Information Architecture, corresponding Information Architecture Documentation (IAD) and according to OPS standards and industry best practices.

• Demonstrated knowledge of and experience with Information Management, including Data Governance, Data Quality, Master Data Management, Records Management.

• Created alignment of Solution Architecture Document to the Business Architecture Document, Solution Requirements Document (SRD) and the Information Architecture Document (IAD), as per OPS standards and industry best practices, ensuring vertical integration.

o Demonstrated knowledge of Development Conceptual Schemas (Application, Technology, Security and Data Views) of corresponding Business Architecture Documentation (BAD) and according to OPS standards and industry best practices.

• Proven ability to create Solution Architectures that directly inform and support the elicitation of business and system requirements.

o Knowledge of or experience with Ideation, including Functional Requirements Analysis and corresponding Test Strategy planning according to Solution Requirements Document (SRD).

o Advise Ministry partners on Non-Functional Requirements and align them to Availability and Disaster Recovery Views in SAD.

• Ability to leverage reference artefacts to enable shared use and to develop Solution Architecture artefacts that align with acquired solutions/services and existing strategic IT Products.

o Familiarity with Ontario General Security Requirements GO-ITS 25, Security Requirements for Web Applications GO-ITS 25.13 and Security Requirements for Cloud Services GO-ITS 25.21.

• Expert level knowledge of applying Design Systems and best practices for developing web-based applications that meet the highest AODA compliance standards.

• Ability to provide advice and support to teams acquiring services or solutions via vendor development or COTS selection (e.g., advise on documentation to include, how to evaluate, etc.).
